AMC Scope of Work for Buildings in Dubai: Owner's Checklist

A strong AMC is defined by its scope. Use this checklist to cover assets, frequency, response times, reporting and exclusions before you sign.

Most disputes under maintenance contracts come from a scope that was vague at signing. A good AMC removes ambiguity by writing down what is covered, how often, how fast and what is excluded. Use this checklist when drafting or reviewing one.

1. Asset register

List every piece of equipment covered, with location, type, capacity and, if known, age. If it is not on the list, it is not covered.

2. Services and frequency

For each asset type, state the tasks and how often they are performed, for example monthly filter checks or quarterly coil cleaning. Attach a visit calendar to the contract.

3. Response categories and times

Define emergency, urgent and routine, give examples of each and set a response time for each. Specify whether response times are measured from the call or from the logged request.

4. Hours of cover

State working hours, weekend cover and whether a 24 hour emergency line is included.

5. Parts and consumables

State who supplies and pays for parts and consumables, any caps, and how parts costs are approved.

6. Reporting and records

Specify the report after each visit, the monthly summary and the format. Reports should include findings, work done, parts used and recommendations.

7. Staffing and supervision

Describe who will attend, whether on-site or visiting, and who supervises. Ask whether the staff are employees or subcontractors.

8. Safety, licences and insurance

Require valid trade licences, workmen's compensation and third-party liability insurance, and evidence of safety management. See our post on ISO standards and what they mean for clients.

9. Access, permits and building rules

Agree how access, permits and working hours will be managed with building management.

10. Exclusions

List what is not covered, including misuse, damage from external causes and work outside the asset list, and how out-of-scope work will be quoted.

11. Pricing, variations and term

State the fee structure, how variations are priced and approved in writing, the contract term, renewal and termination terms.

12. Performance measures

Agree the measures by which performance will be reviewed, as set out in our guide to maintenance KPIs.
