Office Fit-Out in Dubai: From Space Plan to Handover, Stage by Stage

An office fit-out programme is won or lost before construction starts. Here is how the process runs from space plan to handover, and where delays usually begin

Companies tend to judge a fit-out by how long construction takes. In practice, the programme is decided earlier, in design decisions, approvals and the lead time of materials that were ordered too late.

Stage 1: Space planning and design brief

Headcount, meeting room needs, storage, pantry and server room requirements are fixed first. Changing the layout after approvals have been submitted is one of the most common causes of delay and extra cost.

Stage 2: Landlord and authority approvals

Building management reviews the design against its fit-out guidelines, which usually cover working hours, contractor requirements, finishes and connections to building services. Fire and life safety requirements typically need approval from the relevant authority as well. These steps can often run in parallel when the drawings are complete and consistent.

Stage 3: MEP coordination

Air conditioning distribution, lighting, power, data cabling and security all share the same ceiling void and walls. Coordinating them on one drawing before construction avoids clashes on site. When electrical, HVAC and ELV are delivered by one contractor, that coordination happens inside one team.

Stage 4: Construction

Partitions and ceilings go up first, followed by first fix services, then flooring, joinery, painting and second fix. The sequence protects the finish. Painting before floor protection is down, or fitting joinery before ceilings are signed off, creates damage and rework.

Stage 5: Testing, snagging and handover

Systems are tested, the snag list is closed, the space is deep cleaned and documentation is handed over, including warranties and as-built drawings where required.

Where delays usually come from

•     Design changes after approvals have been submitted.

•     Long lead items such as glass partitions, specialist flooring or custom joinery ordered late.

•     MEP clashes discovered on site instead of on drawings.

•     Missing landlord approvals for out-of-hours work or material deliveries.
